Budva has a beautiful walled old town and the most developed beach and nightlife scene on the Montenegrin coast — it's more commercial than Kotor but the Old Town itself is lovely solo. The beaches (Sveti Stefan island views, Jaz beach) are excellent. Solo travelers in summer will have no trouble meeting people through the beach and bar scene. Off-season it's very quiet but very beautiful.
