Paysandú is Uruguay's third city and an authentic riverside town — the thermal baths at Termas de Guaviyú nearby are excellent solo relaxation, and the city's Carnaval (February) is one of Uruguay's best. A pleasant solo stop between Montevideo and Brazilian border crossings. Very safe and genuinely un-touristy.
